Subject: Building Workforce Confidence Through Partnership

The Right Honourable Mark Carney,

As a proud member of the Millwright Regional Council, representing thousands of highly skilled unionized millwrights across the country, I would like to express my support and appreciation for Bill C‑5 and the inclusion of union labour language. This is an important step in ensuring that jobs created through federal investment benefit hard-working Canadians and Canadian contractors who deliver safety, quality, and professionalism on every project.

Across Canada, our union millwrights are ready to get to work. We have a work-ready, highly trained labour force that is mobile across every province and can be scaled up as needed to meet the growing demands of major energy, infrastructure, and industrial projects. The challenge we face today is not a shortage of skilled tradespeople – it is a shortage of projects moving forward.

To complement Bill C‑5, we encourage the continued use of Project Labour Agreements (PLAs) on large-scale public and private developments. PLAs ensure that projects are completed safely, on time, and on budget with a reliable, local, and qualified workforce. They promote accountability, support apprenticeship training, and provide opportunities for underrepresented communities to join Canada’s skilled trades, all while guaranteeing fair wages, labour stability, and support for our communities.

We share your vision for a stronger, more self-reliant Canadian economy built on good jobs and world-class craftsmanship. Let’s work together to build workforce confidence, get these projects started, and ensure that Canadians are the ones building Canada’s future.

Thank you for your leadership and for recognizing the value of union labour in strengthening our communities and our economy. The Millwright Regional Council and our industry partners stand ready to support your efforts to deliver these vital projects.
